Providing specialized palliative care services

Over 1600 adult patients with advanced cancer and 188 children with life-threatening illnesses have benefited to date from free home palliative care services provided by Hospice Emanuel. In 2012, 310 patients (259 adults, 51 children) were cared for, with hospice staff making 9075 visits to homes, hospitals or various institutions, to control symptoms and resolve complex problems of patients and their families.

Promoting the concept of hospice and palliative care

Since 2004, hospice team members with training in the field of professional training have been involved in educational programs for doctors, nurses, social workers and volunteers, organized in collaboration with the Center for Palliative Care Studies in Braşov and the College of Physicians of Bihor. Over 150 doctors and nurses have benefited from introductory courses and education in the field of palliative care. Educational programs have also been organized for social workers, psychologists and volunteers. The promotion of the hospice concept at the community level has been achieved through the publication of brochures, articles, interviews in the media and the organization of events addressed to the general public.

Advocating for patient rights to pain control and appropriate care

Hospice Emanuel was represented in:

The Working Group of the National Palliative Care Association that developed the National Palliative Care Standards (document officially launched in Bucharest, Ministry of Health, in 2002). The Committee of Experts in the Field of Palliative Care of the Council of Europe (France, Strasbourg), that developed Recommendation 24 (2003) on the Organization of Palliative Care Services in Member States (officially launched in 2005 in Belgrade). The Subcommittee on Palliation and Pain Therapy within the Ministry of Health, that proposed amendments to the legislation on the legal regime of plants, psychotropic substances and preparations, in order to facilitate patients’ access to opioid medication for pain control. (Law No. 339 of 29 November 2005). The working group of the National Palliative Care Coalition, which developed the minimum standards for the provision of palliative care services in Romania and legislative proposals in this regard. (These proposals are found in the Framework Contract on the conditions for providing medical assistance within the Romanian social health insurance system for 2010, published on 01/04/2010).
